How to turn on Greenlight debug mode for the Eclipse?

The user can turn on by adding "-Dgreenlight.debug=true" to their eclipse.ini file. This file should be located right next to the executable - a default installation on Windows might have it somewhere like C:\Users\<username>\eclipse\java-neon\eclipse\eclipse.ini.
