SCA Modification of Rulesets

When  you are trying to modify the organizational rulesets from V2 to V3, for example, I have not applied them to all workspaces yet as I am unsure if the mapping is correct. The issue I am facing is that I cannot update/add severity levels in ranges which seem to be important piece for the V3. For example 9 -10  is Critical under  V3 but it is High under V2.
How can I reflect that in rulesets?
