Install JCE files in Java 1.7 Home Directory

Veracode, as of June 2017 has blocked TLS 1.0. Java 1.8 is needed on the a system trying to handshake with the Veracode Analysis Center.
Java 1.7 does not support by TLS 1.1 and 1.2 by default.
As a result, if your local systems are using an integration with Java 1.7, you will need to upgrade to Java
1.8 or take the following two-step actions:
1. Go to Java Home directory.
2. Replace the local_policy.jar and US_export_policy.jar with
the Java Cryptographic Extension
(JCE) files downloaded from:
Oracle and apply to your Java 1.7 JREs (http://www.oracle.com/technetwork/java/javase/downloads/jce8-download-2133166.html).
