License Issues is green, but licenses show high license risk

Below we can see the license issues check box is reporting green:





When you select License Issues, you don't see any reports:


However, when we look at the licenses, we can see high risk licenses:






This is the result of transitive libraries being reflected, while the default is only showing for direct libraries. This can be changed by manually changing the rules to include transitive.
