Veracode Teamcity configurations are done, but job fails as existing scan is in progress. We have checked "Wait for the scan to complete" option in TeamCity Veracode configurations. but even then job fails.

You can only have a single scan running in an application or sandbox at any given time. So if you queue a build, which tries to create a new scan while you have a pending scan, the build will fail.
You mentioned that you are selecting the "Wait for the scan to complete" and even then it is failing. Do you have the latest version of the plugin? The latest version is v2.0.0, which was released 12/11/2019.
The latest version fixed a bug with the "Wait for the scan to complete" check. In the previous version, you could select "Wait for the scan to complete" However, you have no way to specify the waiting time. Therefore, it defaulted to zero which was the same as not waiting.
Please make sure that you are using the latest version of the plugin. If you do not see an option to select the timeout, shown below, you are using the older version of the plugin and the "Wait for the scan to complete" flag will not work.
