Jenkins plugin cannot terminate a submitted scan.
You may use the Delete a Scan Request procedure as described in the Help Center, https://help.veracode.com/reader/wySvh2U7LWNYqeVS7PQm_g/Ls1oNZCC5pkNuLb2B1Xk6w .
On your behalf, we will file and recommend Enhancement Request suggesting to have this option builtin the plugin.
As a workaround, you may consider applying API scripting using removefile.do call deletes a file from an existing application build as explained in https://help.veracode.com/r/r_removefile.
