Jenkins pipeline report "App not in state where new builds are allowed" but no any static scan exactly.

Only 1 scan can be in-progress at the same time within the Policy level or a Sandbox.
As stated in the error message we recommeing waiting for the current scan to complete or deleting the failed scan from the Veracode Platform and trying again.
