1) How Veracode select modules to scan? From results, I see that not all modules are being scanned. Ex. 210 modules uploaded - 10 scanned.
2) Is that somehow related to previous upload and scan?

The previous module selection configuration is preserved scan after scan. If changes are made to the modules selected that will be applied on the next scan.
You can configure the modules for an application by selecting the latest scan and then selecting "Review Modules" from the navigation. We have an article in the Help Center that explains the module selection process here: https://help.veracode.com/reader/wySvh2U7LWNYqeVS7PQm_g/zhoQxu~cq3U0n3XoPofxQw. Furthermore some of the modules identified may not be top-level modules, and instead dependencies, and therefore they will not be candidates for module selection. This could explain why you see fewer modules to select.
It is likely that if you are getting 210 modules, you may not have packaged the application correctly. The Help Center has information on how to correctly package your application here: General Packaging Guidance • Compilation Guide • Reader • Veracode Help Center.
I suggest reviewing those two articles to ensure you are correctly packaging your application, and selecting only those modules that are outside your world (modules which receive untrusted input) as entry points.
