Is there some conflict with SonarQube? How can the issue described in Details be mitigated?

My organization has recently implemented SonarQube for code quality scanning. I am attempting to include the SQ code analysis task in a Azure DevOps build pipeline before the Veracode static scan, Since I did this I see this error:

 

##errorBuild Failed : Exiting Veracode Upload and Scan Task: App not in state where new builds are allowed.

    Typically when we see this error. It indicates that a previous static scan did not succeed. Can you see if a previous scan has failed and delete.

      Thank you. I did find the portal view where I could cancel the pending/failed scan and once I did that, I saw the pipeline was succeeding.
