I'm using VeracodeJavaAPI v20.3.6.1 c11.0.5, and trying to get information on a user account that is enabled for SAML and thus has a 'custom_id' field set. The inline documentation of the command line wrapper tool seems to suggest that supplying a '-customId' parameter will execute a lookup, but I always get 'Action "GetUserInfo" returned the following message: Access denied.' returned to me. The credentials for the account executing the API call are a service account with full admin rights and I also tested it with credentials from my own account, which is also a full administrator to no avail, which makes me think that this just doesn't work. Also tried a GetUserInfo with both a 'username' and 'customid' which returns an error saying the two parameters are mutually exclusive. The target account in question can be looked up using the actual SAMLified username, so I also don't believe this is an issue with the account either -- e.g. it exists.
