I see lots of documents in the help that says I can do this. but the only "How" assumes you are logging in to the GUI, which the Service Account is not allowed to do.
It shows a way to do this via the API itself, but that requires that you already have working credentials to make that work.

Thanks for your question. Somebody would need to log into the Veracode Analysis Center using the Service Account's user credentials in order to create or regenerate a new API key. Once that has been done permission to access the GUI can be revoked for the service account user which can then use the generated API keys.
