If you have multiple sandboxes (and also a policy scan), and you have the same flaws (by flaw id) showing in the sandboxes and the policy scan, and you pick 3 flaws from one of the sandboxes (say flaws 1,2,3), when you perform the import, it will report that 3 flaws have been imported, but when you look at Jira to see what was imported, you will have flaw #1 multiple times (for the each policy/sandbox), but you won't have all the flaws you selected imported. So in my test case, I had 2 sandboxes and 1 policy scan with the same flaws, and I got 3 flaw #1 imported, but none of #2 or #3 imported.
