We have some applications that are verified standard that we are looking to bring up to Verified Team. Do we just submit an entirely new application or what are the appropriate steps for upgrading already verified applications?

You would submit/resubmit the request for the application for the specific verified level that you want. Also, for future reference there is also a seperate Community page for the Veracode Verified Program that you can look into that has discussions and some articles.
