I'd like to be able to download a Summary report but specific to Executive Summary for a given app and build using the api.

Currently there is no customizable API for just the Executive Summary. However, you can use the detailedreportpdf.do API call to acquire the Table of Flaws and the summaryreportpdf.do API call to acquire the Visual Diagrams. Both of those API calls are found in the Help Center article Results APIs.
