I've noticed that the "scan size" no longer reports files in the payload it is no longer scanning. s in our case, all our third-party JAR files no longer count in the "scan size", just our parts. This seems to be a relatively recent (past 2-3 months) change.

Did you happen to renew around that time? Depending on licensing model that number can either be upload size or “analysis size” which would be smaller.
