The Veracode Levels are determined by the type of testing it performs on the application and the severity and types of flaws it detects. Software developers decide which level they want to achieve, based on the requirements they are given. Please take a look at these Help Center articles that outline the Veracode Levels when creating a policy (and the rules applied to them).
