The reason that you were unable to start another scan is even though you stopped the scan, it hadn't finished verifying the results. The way that Dynamic Analysis functions are that once you start a scan, it will run until either it crashes, the time has elapsed, it completes or it is stopped. There is a Help Center article titled About Dynamic Analysis Statuses that has more details.
Once the scan is done (for any of the reasons listed above) the results need to be verified and then published. A new scan cannot be started until the results are verified, which normally takes about 1 business day.
