Depending on how you are uploading the file (by uploading or by API) would help narrow down some of the causes for the error. It could be a proxy issue but to help pinpoint the exact cause I would recommend you contact our technical support team. Here's how you can log a case:

Make sure that your package does not have Excel files.
.xlxs file could be considered as Excel macro thread by the upload scanner blocking the file upload process.
