Agent based scan not starting due to authentication issue

We are trying to scan docker container using agent based scan. But, we are getting below error message. 

"There was a problem authenticating with Veracode SCA. Please double check your Veracode SCA agent credentials or the value of the environment variable "SRCCLR_API_Token".

Please note that we have active Veracode SCA license. We have set env variable SRCCLR_API_Token.

What is meant by SCA agent credentials. Do we need separate credentials for agent based scan. We are using the API token created during new agent creation.
