Can I install the ISM endpoint if I don't have access to ISM?
There is download link given (on ISM Endpoint installer help topic) to directly download it but it doesn't work. Any help here will be appreciated.

As I read the help topic it says you need to install ISM installer to scan local environment behind firewall. My application is locally hosted with firewall to stop any outside traffic to the url. Tried whitelisting the Veracode IP address but it didn't work probably due to I don't have the endpoint installed on the application hosted machine. Please guide.

Veracode has a Help Document that outlines everything that is needed for ISM, and here is a link to the ISM Prerequisites.
The main aspect that I would point out, is that you need either the Administrator or Security Lead role.
If you have either of those roles and are still experiencing issues, please open a Support Case in order to help troubleshoot it.
