Consegue passar alguns detalhes sobre o app que está analisando?
linguagem, versão, gerenciador de pacotes (como npm, pip, nuget, maven, etc...)
Esse erro é comum quando o plugin não consegue ter acesso a todos os requisitos necessários.
para conferir o output voce precisará abrir um terminal e alterar conforme a image abaixo e verificar a mensagem de erro. isso pode ajudar

@diogenes.carmo (Partner) entendi. Por um acaso existe algum proxy na comunicação entre sua estação de trabalho e a Internet? pode ser que os endereços de comunicação com a Veracode podem estar bloqueados ou existirem regras para inspeção que impedem que informações saem ou cheguem em sua IDE.
Verifique internamente se os endereços (Commercial) abaixo estão liberados para uso:
