When using the Veracode Flaw Importer in Azure DevOps, if you select All Flaws for the importType, the extension is designed to change the state of work items to resolved or closed for all mitigated and remediated flaws and vulnerabilities (Azure DevOps Extension | Veracode Docs).
There is no specific setting within the Flaw Importer to prevent it from closing work items when the corresponding flaws are remediated or mitigated in the Veracode Platform. The other import types (e.g., All Unmitigated Flaws, All Flaws Violating Policy) focus on which flaws to import initially, not on overriding the work item closure behavior for resolved findings.
